SEIDL caption: HANGING AROUND — Several Washington residents were startled Wednesday morning as they drove through the railroad underpass on North 2nd Street. Dangling at the end of a rope on the south side of the viaduct over the street was a stuffed dummy, apparently the work of Halloween, pranksters. On the dummy was a bearing the Jim Richart, popular local highway patrolman.
